org-clock: Mention semimonth step in manual and add test

* doc/org-manual.org (The clock table): Mention new semimonth :step
value.
* testing/lisp/test-org-clock.el (test-org-clock/clocktable/step):
Test :step semimonth.

Add a NEWS entry as well.
