org-habit: Add org-habit-scheduled-past-days

* lisp/org-habit.el (org-habit-scheduled-past-days): New variable

* lisp/org-agenda.el (org-agenda-get-scheduled): override
  `org-scheduled-past-days' for habits if
  `org-habit-scheduled-past-days` is not nil
