org-make-tags-matcher: Re-add quoting of property names 

* lisp/org.el (org-make-tags-matcher):
* testing/lisp/test-org.el (test-org/map-entries): Move special cased
handling of LEVEL properties.  Add tests for other special cased
properties TODO and CATEGORY.
